Pakistan is again in denial. What will India do post – Udhampur encounter and capture of terrorist from Pakistan? What has been India’s strategy in countering Pak sponsored terrorism? What needs to be done to counter Pak’s strategy? Is India being too soft? Is India scared of Pak’s nuclear bombs? Does recent Myanmar kind of ‘precision strike’ against Naga and Meitei rebels would work against terrorist havens in Pakistan?
State sponsored terrorism is multidimensional problem, which Pakistan
has been using against India, due to not being able to confront India
directly in traditional war.
India and Pakistan have already fought 4 wars and India has suffered attacks on its Parliament, and several cities including suicidal bombs, Mumbai attacks and Jammu and Kashmir internal unrest. So, India knows that problem is real and grave and needs to be tackled as soon as possible. India can take following steps to tackle this menace.
(a) Improve its intelligence operations and have a proper co-ordination between state police and CID, central intelligence agencies and try to get predictable information rather than broad intelligence which are of limited use.
(b) Sending spies and infiltrating the command centres of these terrorist groups, including Pakistan's intelligence agencies which support such acts. This strategy has been elaborately explained in Kautilya's Arthshastra in which using spies to gain knowledge, and sabotage enemy plans has been clearly mentioned.
(c) Do extensive diplomacy in world to gather enough support and thus bring world pressure against Pakistan's government to act against terrorists.
(d) Have separate talks with government of Pakistan as well as their Military commanders, because military has wide influence in Pakistan, and talking only to government will not produce concrete results.
(e) Try to woo liberal forces in Pakistan to work internally against the extremist forces, and encourage any specific acts which defy authority of terrorism, such as Malala Yusufjai's action, which was encouraged by whole world.
(f) Use covert operation, in disguise to assassinate the masterminds behind the terrorist organisations. This will create leadership vacuum and terrorists have been known to fight factional wars for leadership between themselves, thus giving respite to India from further attacks.
(g) Continuing AFSPA and other such acts which give protection to military to tackle terrorism, but at same time, making sure that normal public is safe against misuse of such acts. Terrorism has seen huge drop due to active military presence in Kashmir. Also, Punjab police totally wiped out Khalistani terrorism by following 'no tolerance' and 'no nonsense' policy towards terrorists.
(h) Strong political backing and support to our military, intelligence and police to tackle such issues.
(i) Barbed borders and highly guarded borders, not only in Kashmir but in Rajasthan, Gujarat, Nepal, Myanmar and Bangladesh.
(k) Not allowing use of any domestic help to terrorists from Indian soil, and having eagle's eye on their networking in internet, and social media.
(l) Blocking the funding of such organisations, curbing the black money generation in India, which is used to fund terrorism, eg - Dawood Ibrahim, curbing underworld activities, and forming international collaborations, to block the funding to such terrorist organisations.
We need to develop long term strategy and capacity to tackle terrorism. No terrorist attack happened on USA after 2003, due to its proactive role in eliminating terrorism. India does not need to fight wars openly like US, but if it comes to protecting Indian's against terrorists, then doing covert, secret operations is highly needed and justified. But, it should be done without openly telling such secret acts in public as happened in Myanmar covert operation.
